Aan het woord: Leon Sloots

Vandaag is Leon Sloots aan het woord. Hij is één van de oprichters van Lijst STERK en was fractievoorzitter van de Universiteitsraad.

Vereniging Lijst Student Erkend (STERK) werd op 4 juli 2014 opgericht door vijf ondernemende studenten van de Hanzehogeschool en Rijksuniversiteit Groningen. Hun interesse in politiek en gedeelde visie op kwaliteit, vrijheid en verantwoordelijkheid bracht hen bij elkaar. Vrijheid voor en verantwoordelijkheid nemen door de student waren onderwerpen die nauwelijks op de agenda stonden binnen de Groningse studentenpolitiek. De oprichters van Lijst STERK vonden het hoog tijd dat deze onderwerpen werden besproken. Een website, huisstijl en een programma van standpunten verder en Lijst STERK was geboren in de zomer van 2014. Leon Sloots, destijds fractievoorzitter van de Universiteitsraad geeft ons een kijkje in het Uraadsjaar 2014-2015.

Ik herinner me mijn eerste raadsvergadering nog goed. Gehesen in mijn gloednieuwe dure pak van Suitsupply (€ 300,- euro was toen veel geld) liep ik vanaf het studentenhuis aan de Heresingel, waar ik woonde, naar de Oude Boteringestraat 44, het statige Bestuursgebouw van de mooiste Universiteit van Nederland. Ik vond het doodeng. Uitgesproken dat ik was over allerlei landelijke politieke aangelegenheden (immigratie was toen ook al een veelbesproken onderwerp), was ik me ervan bewust dat anderen mijn mening niet altijd deelden en mij hoogstwaarschijnlijk een ongenuanceerde rechtse eikel vonden. En hoe was ik daar – alleen in mijn eenmansfractie – ook alweer terechtgekomen? Geflyerd voor een stichting die meedeed aan de verkiezingen, dit heeft meer dan 800 stemmen opgeleverd, net genoeg voor die ene zetel. Daarna heb ik mijn ontslag ingediend bij deze stichting en toen heb ik mede Lijst STERK opgericht. Dus voeg zetelrover ook maar toe aan het lijstje. Ach, toen was het allemaal heel belangrijk en impactvol, nu een mooie herinnering.

Na een eerste raadsvergadering liep ik huiswaarts. Niet helemaal tevreden, want het was bijvoorbeeld traditie dat iedere fractievoorzitter een maidenspeech had voorbereid, dat wist ik uiteraard niet. Ik vond het allemaal heel officieel. Met het voltallige College van Bestuur aan tafel, een collegevoorzitter die veel praat maar niets zegt (en om die kwaliteit alleen al waardering oogst), een raadsvoorzitter die keurig iedereen het woord geeft, een notulist die ijverig mee typt en een journalist die verslag doet van alles dat wordt gezegd. En dan natuurlijk ook nog de woordvoeringen van alle partijen: vooraf ingestudeerde stukken tekst die woord voor woord werden voorgedragen. Door de ene partij in het Engels in het kader van internationalisering. Meedoen aan de discussie die daarop volgde was lastig als Engels niet je moedertaal is. En een andere partij wist in iedere woordvoering toch zeker vijfmaal ‘kwaliteit van onderwijs’ te noemen, best knap, maar niemand is voor slecht onderwijs dacht ik dan altijd. Enfin, ieder z’n kleur en genoeg ruimte voor Lijst STERK om zich in te zetten voor vrijheid, verantwoordelijkheid en kwaliteit (want die -eit klank allitereert zo lekker).

Het raadsjaar duurde voort en 2 onderwerpen wil ik eruit halen die ik zelf erg belangrijk vond: het reglement van de raad en Yantai (een stad in China).

De raad bestond uit 24 leden (12 studenten en 12 personeelsleden) en uit hun midden werd een voorzitter gekozen. De personeelsfractie was de grootste partij en leverde sinds jaar en dag de voorzitter. Deze voorzitter vormde samen met een aantal (maar niet alle) fractievoorzitters het Presidium dat o.a. ging over de maandelijkse agenda en commissies. Ik vond dit problematisch, omdat de schijn van partijdigheid bestaat wanneer de voorzitter uit één van de fracties komt. Samen met andere fracties bedachten we dat de voorzitter extern aangetrokken moest worden door een sollicitatiecommissie waarin iedere partij is vertegenwoordigd. Om te voorkomen dat kleine partijen een informatieachterstand hadden op de partijen die deelnamen in het Presidium, bedachten we dat iedere fractie een Presidiumlid mocht aanwijzen. Een eerlijke constructie zou je denken. Toch stuitte dit op enorm veel verzet vanuit de Personeelsfractie. De eerste stemming werd zelfs geblokkeerd door personeelsleden die de zaal uitliepen waardoor het quorum niet werd gehaald. Ik kende het reglement inmiddels uit mijn hoofd en we besloten gebruik te maken van het recht om een extra raadsvergadering aan te vragen, waarvoor dan geen quorum nodig was. Tien dagen later, tijdens de extra raadsvergadering, werd ons voorstel met de vereiste 2/3 meerderheid van stemmen aangenomen. Sindsdien is het Presidium een vertegenwoordiging van alle fracties en na de zomer ging voor het eerst een externe, partijloze, onafhankelijke voorzitter aan de slag.

Yantai was ook een heet hangijzer. De collegevoorzitter maakte er geen geheim van dat dit de kroon op zijn werk moest worden. Ik herinner me hierover nog veel geheime stukken, embargo’s, achterkamertjespolitiek en hevige discussies. Tijdens mijn jaar hebben we gestemd voor het openen van een branchcampus in China. Lijst STERK was ook een groot voorstander omdat een extra campus openen ervoor zou zorgen dat de RUG zou stijgen op alle rankings. Dit trekt veel internationale studenten aan, levert publicaties en octrooien op en daarmee is de toekomst van de Universiteit veiliggesteld. Jaren later is dit nog eens in stemming gebracht en toen was er geen meerderheid meer. Alleen het feit al, dat er voor zo’n belangrijk thema het ene jaar wel steun is en het andere jaar niet, maakt dat ik dit geen keuze van de medezeggenschap vind. Adviesrecht: ja. Instemmingsrecht: nee. De minister zag dit blijkbaar anders en Yantai werd door de U-raad van tafel geveegd. Geen kroon

(althans niet die hij had beoogd) voor de collegevoorzitter. En met de kennis van nu en alles wat er in China gebeurt, ben ik ook niet zo zeker dat een branchcampus openen in China een goed idee zou zijn geweest.

12 raadsvergaderingen (soms ook over het wel of niet met een paar eurocent subsidiëren van de broodjes kaas in de kantine om het voor studenten betaalbaar te houden), tig commissievergaderingen en een paar herziene meningen van anderen (die mij uiteindelijk toch niet zo’n ongenuanceerde rechtse eikel vonden) verder, kwam een einde aan mijn jaar in de U-raad. Het was een fantastische en vooral leerzame ervaring en ik kan het iedere student van harte aanbevelen! Het doet mij een beetje pijn dat Lijst STERK na drie fracties nu niet meer is vertegenwoordigd in de U-raad. Welke ambitieuze en ondernemende student gaat daar verandering in brengen?

Lijst Student Erkend (STERK) was founded by five enterprising students of the Hanze UAS and the University of Groningen on the 4th of July 2014. Their interest in politics and shared vision on quality, freedom and responsibility brought them together. Freedom for and taking responsibility for the student were topics that were hardly discussed in Groningen’s student politics. The founders thought that it was time to discuss these topics. A website, corporate identity and the program of positions were made and Lijst STERK was born in the summer of 2014. Leon Sloots, at the time chairman of the student council of Lijst STERK gives us a look into the U-Council of 2014-2015.

I can remember my first meeting of the U-Council well. In my brand new expensive suit from the Suitsupply (€ 300,- was a lot of money back then) I walked from the student residence on the Heresingel, where I lived, to the Oude Boteringestraat 44, the stately administration building from the most beautiful University of The Netherlands. I was scared. Me being outspoken about various national political matters (immigration was also a big topic of discussion back then), I was aware that other people don’t always share the same opinion as me and would probably think of me as a unnuanced right wing jerk. And how did I – in my one-man student council – get there? I flyered for an organisation that partook in the elections, which resulted in more than 800 votes, just enough for one seat. Then I resigned at the foundation and then set up Lijst STERK. So, you can also add seat thief to that list. Back then it was important and impactful, now it’s a nice memory.

After my first meeting of the U-Council I walked home. Not very satisfied, because it was tradition that the chairman of each student council had prepared a maiden speech, which I obviously didn’t know. I found it all to be very official. With the complete Executive Board at the table, a Executive Board’s chairman who talked a lot but said very little(and already reaped appreciation because of that quality), a U-Council chairman that gave everyone their chance to speak, a minute taker who typed along with everything and a journalist who reported everything that was said. And then, of course, also the entries of all parties: pre-rehearsed pieces of text which were recited word for word. One student council, in the context of internationalisation, did so in English. Participating in the discussion that followed was hard if English wasn’t your native language. And another party managed to mention ‘quality of education’ five times in every piece, pretty impressive, but I always thought that nobody is in favour of bad education. Anyway, everyone has their own color and enough room for Lijst STERK to dedicate itself to freedom, responsibility and quality. (In Dutch the -eit at the end of the words sounds great)

The U-council’s year continued and there are two topics which I thought were very important and I want to share: the regulations of the council and Yantai (a city in China).

The council consisted of 24 members (12 students and 12 staff members) and out of these people a chairman would be chosen. The council of staff members was the biggest party and delivered the chairman every year since the beginning. This chairman formed with some (but not all) party chairmen the Presidium which, among other things, was in charge of the agenda and committees. I found this to be problematic, since the appearance of bias exists when there’s a chairman that comes from one of the parties. Together with other parties we thought of having an independent chairman who should be recruited externally by a selection committee in which each party is represented. To avoid any small parties lagging behind on information compared to the parties in the Presidium, we thought of having a Presidium member from each party. You’d think that’s a fair arrangement. However, it resulted in resistance from the staff member’s student council. The first ruling was even blocked by staff members who walked out of the room which resulted in the quorum not being met. I knew the regulations by heart, and we decided to make use of the right to request an additional council meeting, in which the quorum was not needed. Ten days later, during the additional council meeting, our proposal was approved with the required 2/3 of the votes. Since then, the Presidium has been represented by all parties and after the summer the new  independent external chairman started.

Yantai was also a controversial topic. The Executive Board’s chairman didn’t make it a secret that this should be the crowning glory of his work. I remember a lot of secret documents, embargoes, backroom politics and heavy discussions. During my year we voted in favor for a branch campus in China. Lijst STERK was also a strong supporter, because opening an extra campus would mean that the University will rise in all rankings. This attracts a lot of international students, delivers publications and patents and with that the future of the University would be secured. Years later this same topic was voted on again and there was no majority. The fact alone, that for such an important topic one year has support, while the next year hasn’t, makes this a choice I don’t see fit for the consultation. Advisory right: yes. Voting right: no. The minister saw this differently and the Yantai was scrapped from the U-Council’s agenda. No crown (at least, not how he envisioned it) for the Executive Board’s chairman. And with the knowledge of today and everything that is happening in China, I’m not sure that opening a branch campus in China would have been a good idea.

After 12 council meetings (sometimes also about whether or not to subsidize € 1,- for bread with cheese in the canteen to keep it affordable for students), multiple committee meetings and a few revised opinions from others (who didn’t think of me as a right wing jerk after all), my time in the U-Council came to an end. It was an amazing and especially educational experience, and I can heartily recommend this to every student! It hurts me a little that Lijst STERK is not represented in the U-Council anymore after three years. Which ambitious and enterprising student is going to change that?
